RAIN: Integrating Telehealth into Community Planning

Introduction

The Regional Alliance for Information Networking (RAIN), a Santa Barbara-based educational communications corporation, was established in 1991. It served as an early provider of public access to the Internet and is currently creating a model regional public access program to promote positive social, economic and environmental change. RAIN has become a unique information technology networking project that is evolving in three California coastal counties: Ventura, Santa Barbara and San Luis Obispo.

RAIN targeted four key areas for information networking development: distance learning, economic development, telemedicine and family strengthening, RAIN is an alliance of educational organizations, museums, colleges, environmental organizations, and human service and health agencies to promote the sustainability of rural communities through telecommunications networks and information technology.

Some RAIN projects - such as public Internet broadcasting - may seem beyond the scope and interest, and, indeed, resources of many rural communities. However, two aspects make the alliance a unique model for rural communities that are implementing telemedicine programs. First, RAIN focuses on the total health of the community.. Second, it views information technology, primarily the Internet, as an essential communication vehicle that can enhance the lives of individuals and communities.
