[CINC] Dolpins

This morning there were 3 dead (bloated but not decomposed) common dolphins along a stretch of beach from Ventura Harbor Village towards the river outflow.  They were along the high water mark.  In addition there were 4 decomposing sealions. 

Is there an agency to contact who will investigate?
