[CINC] Oil Platforms now regulated by Bureau of Ocean Energy Management

Name of the Department of Interior's Minerals Management Service (MMS) has been changed to Bureau of Ocean Energy Management, Regulation and Enforcement (BOE).  They regulate the oil platforms offshore.  The new director was with Dept. of Justice inspector general.
