[CINC] Island Packers NOAA nd NPS Volunteer Prices

As a follow up to an item discussed at the recent meeting, the following is
the current Island Packers day trip price list for NOAA and NPS volunteers.
The volunteer must accompany friends or family booked at these rates and
there is a 4 person maximum per trip.

 Anacapa/Santa Cruz: $46 (general public $56)

Santa Rosa/Santa Barbara Island: $66 (general public $78)

San Miguel: $82 (general public $100)

Gray Whale: $30 (general public $33)

Blue Whale: $60 (general public $72)
