A petition to the Department of Commerce and NOAA was filed yesterday 
requesting that ship speeds be regulated in national marine sanctuaries 
within California.  You can view the press release and access the 
petition here:

At this point, we are responding to media inquiries and reviewing the 
petition.  As you know, NOAA and our partners, both private and public, 
are also concerned with ship strikes to whales.  We will review the 
petition and work with the U.S. Coast Guard, other federal and state 
agencies and the shipping industry to continue protecting marine life 
within the National Marine Sanctuary System.  Appearing below is a
