[CINC] New CINC archive website page

We now have a new CINC SkyDrive Archives website which will house the
updated training manual as well as other volunteer document downloads.
These were previously stored on the volunteer download page of the park
website, which we will no longer be using.

The link to the new SkyDrive site is:
http://cid-a4b2402948fa1ee1.office.live.com/documents.aspx. You can also
link to it  through the Volunteer Schedules page of the park website at:
http://www.nps.gov/chis/supportyourpark/volunteer-schedules.htm.

Once on the SkyDrive site, just cursor over the entry you want to access
and click on it to open or download. This site will allow for increased
capacity and functionality. There's a lot of good information here, and we
will be updating and adding additional  materials as we get them.

Much thanks to Joel Justin for researching this option, setting it up and
maintaining it.
