[CINC] Decreased cold water upswell for West Coast

This link is for an article in the May 5, 2011 NY Times. Researchers 
report that water levels on the West Coast have been decreasing over the 
past 30 years. They predict a new cycle is starting in which water 
levels on the West Coast will be rising, as they have been through most 
of the world. As part of this new cycle there will be less cold water 
forced up to the surface along West Coast shorelines. The article does 
not address any change in the nutrients brought up by the cold water for 
ocean life.
