[CINC] Overstatement & credibility re: shipping lane proposal

Ship strikes are horrible and this new recommendation is important. Asthe CINC we must be precise and not
overstate scientific findings lest our high standards for credibility with the public be compromised.   NOAA speakers carefully distinguished  an "Unusual Mortality Event" (UME) from "struck and killed" and in fact had
