[CINC] dead grebes

I saw 5 dead Western Grebes at Padaro Lane on Thursday within a 100' stretch of 
beach and 4 in 20' today at Hammond's. Today's sighting included one very young 
(softball sized).  Should I report this to some agency?  I've talked to others 
who have had similar counts in the last 2 weeks.
