[CINC] CINC Boat Cancellation Notices

Dear CINC Volunteers:

We appreciate knowing when boats covered by CINC volunteers are canceled,
however, out of respect to the boat operators please do not discuss
maintenance issues or passenger counts when notifying other members of the
CINC regarding a cancellation.
