[CINC] March sign ups

March sign ups do not begin until Tuesday, February 21 (one per type of
event), then open sign ups begin Friday, February 24. Some early sign ups
for March have been deleted. Please remember that sign ups for following
month start on the third Tuesday of each month limited, then unlimited on
the Friday that follows.

There are a few occasions where we permit early sign ups for training
purposes or special group events. Those are always set up directly by me or
Shauna in conjunction with the participants. When entered on volunteer spot
a note is made regarding those special arrangements.
