All the rest, garbage. 

"The Obama administration has given all but the final go-ahead, sensing the potential of 500,000 gallons a day  of new oil flowing into the trans-Alaska pipeline."  


Apparently California offshore production in 2008 was about 103,000 barrels, almost 8 times the potential new production.. (42 gal: 1 bar)

A month before BP blew, the administration proposed additional leasing (since withdrawn) is the outer channel.    

But still the "all but."
What should/ will we, Russian and China do? 
Energy policy's so complicated.
