Thanks Lisa for sending this article about such important legislation. 

There is an error in the article that I want to point out:

The sea otters as well as all other marine mammals became protected in 1972 in the marine mammal protection act, not 1977 as the article states. Fact checking is important but not always done by edit staff or author.
