[CINC] 04/16 CIS Ranger 85

AM and PM trips were cancelled due to gale force winds and 9-12' seas.
 
Captain Dustin took a full boat out to the Channel Islands Harbor breakwater and decided to turn back after consulting with other ships in the area.  The waves were surging over the breakwater and the whitecaps were increasing.  Channel Islands Sportsfishing issued vouchers to all passengers and they are looking forward to better conditions next time.
