Since I don't think you'll get a response from Shauna, Dave or Lauren, I'll give you my 2 cents. I believe the answer is yes, you are NOT to go out on whale watch trips either. I say this as I think it has to do with liability, but it's just my guess. The email does explicitly say we are not to volunteer in the park or sanctuary. Which I assume also includes outreach events. That's just how I read it.
