Isla Vista Residential Parking Plan

COUNTY PUBLIC WORKS DEPT. RELEASES DRAFT NEGATIVE DECLARATION FOR THE PROPOSED ISLA VISTA PARKING PROGRAM

The draft negative declaration document (or "NegDec") is available to 
the public as of Monday (1/26/04).  This is an environmental document 
that is claiming that the I.V. parking program, after mitigation 
measures are taken, will not have any significant impacts.  If the 
project is found to have no significant impact, then a full EIR 
(Environmental Impact Report) is not required for the project.

Please take a moment to read the document carefully, especially 
section 4.14, item A. -- the negative impacts on established 
recreation uses of the area.

 As you are already aware, this project is going to have significant 
impacts on the established recreational uses at all Isla Vista 
coastal access points.  

Pay attention to the "Impact Discussion" for item A, as well as, the 
proposed "mitigation" (or actions to reduce impact) and the "residual 
impacts" -- Do the mitigation actions proposed reduce the impacts to 
your coastal access to less than significant? If so, tell the Public 
Works Department.  Do you feel that your coastal access is still 
negatively affected?  In this case also, please tell the Public Works 
Department.


There are to ways to get your opinion heard:

1) We encourage you to tell them in person. Attend the only public 
hearing on this document and fill out a speaker slip.  The meeting 
will be held:

The NegDec document describes much more than just recreational 
impacts, you might want to get your own copy of the document.  Copies 
of the NegDec may be obtained by calling the Public Works Dept. at 
568-3373.  The document is also available for review at the Isla 
Vista Recreation and Park District office at 961 Embarcadero Del Mar, 
Isla Vista.

This is your chance to be involved in the process that will affect
